Summary of the participatory budget 2022/2023
A total of 1 000 000 euros was allocated for Tallinn's 2024 inclusive budget. 75% of the total amount is distributed equally between the city districts and the remaining 25% is distributed based on the number of residents of the district on July, 1st of the current year.

Collection of ideas
Idea collection took place 12.09-2.10.2022.A total of 415 ideas were submitted.
Kesklinn was the most active district with 77 proposals. Nõmme followed with 73, Lasnamäe 56, Kristiine 55, Põhja-Tallinn 53, Haabersti 38, Mustamäe 35 and Pirita with 28 ideas.
The work of the expert committee
The ideas were evaluated in the city districts and in the expert committee 3.10-11.11.2022.
Ideas were analyzed from time, financial, technical and legal aspects. The conformity of the ideas to the basic requirements was also evaluated.

114 ideas were sent to the public vote: 18 in Nõmme district, 16 in Kesklinna, 17 in Kristiine, 11 in Lasnamäe, 12 in Pirita, 14 in Mustamäe, 14 in North Tallinn and 12 in Haaberst.

Referendum
The Tallinn III inclusive budget referendum lasted from November 21 to December 4, 2023.
Anyone at least 14 years of age, whose place of residence according to the population register was the city of Tallinn, could participate in the vote. You could vote electronically and on paper in all district governments and temporary polling stations created by districts. Each person participating in the vote could vote for up to two ideas they liked.
A total of 9,433 townspeople participated in the inclusive budget referendum.
The majority of them, i.e. 8,873 townspeople, cast their votes electronically and 560 on paper. A total of 15,693 votes were cast for 114 ideas.
The winning ideas for the 2023 participatory budget of the city of Tallinn by district are as follows:
- In Haabersti, the initiative to build a community sauna and a place for winter swimming on the beach of Lake Harku, won (authors Rain Arras, Kaie Arras, Liisa Reitel)
- In the City Center, the idea of building insect stops, i.e. bus pavilions with plant roofs, won (author Kaire Sõmer)
- In Kristiines, the idea to complement the street space with cozy pocket parks, won (author Martin)
- In Lasnamäe, the idea of renewing the barbecue area by the Pirita river received the most votes (author Kristina)
- In Mustamäe, the idea of building drinking water taps in the district, won (authors Dmitri Denissov and Egle Olesk)
- In Nõmme, the idea to build public toilets in Nõmme's larger green areas, including Nõmme market, received the most votes (authors Tiit Kruusalu and Kristi Uudeväli)
- In Pirita, the idea of building a children's playground in Merivälja won the support of the residents (author Julija Akilova)
- In Northern Tallinn, the idea to build a low-level adventure track in the outdoor area of the Gustav Adolf Gymnasium, won (author Arvo Anton)
