Residence Registration in Estonia
All residents of Estonia must ensure that their residential address is correctly registered in the Population Register. This helps the authorities keep accurate records and ensures that you receive important public services.

You must update your place of residence in the Population Register if:
  • Your current address is not in the register.
  • You move to a new address within Estonia.
  • You leave Estonia to live abroad.
You return to Estonia after living abroad.

Ways to Submit a Notification of Residence:

1. Online (Electronic Population Register)

Log in using an ID card, Mobile-ID, or Smart-ID.
If you have an Estonian ID card, you can update your address online using Mobile-ID or Smart-ID.
These services allow you to securely access your mobile or internet bank and other e-services conveniently from your smart device.

2. In Person 3. By Mail
  • Send a completed notification of residence along with a copy of your identity document to your local government.

4. By Email
  • Send a digitally signed notification of residence to your local government.
Important Notes
  • Registering a child: If both parents have custody, they must provide written consent.
  • If you are not the property owner, you must provide a lease agreement or written consent from the property owner.
  • If the property is jointly owned, all owners (or their representatives) must give consent unless stated otherwise in an agreement.
  • The local government processes applications within 10 working days.
