Starting a Business in Estonia

Estonia offers a flexible and digitally advanced environment for entrepreneurship. Whether you want to operate as a private individual or register a company, there are various options tailored to your needs.
1. Entrepreneur Account – For Freelancers and Service Providers
If you prefer to run your business as a private individual without dealing with monthly tax declarations or accounting, the Entrepreneur Account (Estonian: ettevõtluskonto) is a simple and efficient solution. All taxes are automatically calculated and deducted based on incoming payments, eliminating the need for bookkeeping.
Who is it for? The entrepreneur account is ideal for individuals providing services to private persons, such as:
  • Babysitting, housekeeping, or gardening services
  • Freelance or gig work through platforms (e.g., food delivery, transportation, translation)

2. Starting a Registered Business
If you plan to grow your activity or offer services to companies, you may need to register an official business. This requires:
  • A clear business plan
  • Choosing the right legal form (e.g., sole proprietorship, private limited company)
  • Understanding your legal rights and tax obligations as an entrepreneur
You can establish a business in two ways:
  • Online via the e-Business Register (E-Äriregister)
  • In person through a notary
To use the e-Business Register, log in with an Estonian ID-card, e-Resident card, Smart-ID, Mobiil-ID, or residence permit card.

3. Support Services for Entrepreneurs
Estonia offers wide-ranging support for new and growing businesses:
County Development Centres – Provide free business consultations in every region of Estonia https://www.arenduskeskused.ee/
Municipal Business Support Units – Available in larger cities for local entrepreneurial guidance
