Requirements for public order

Prohibitions guaranteeing the fulfilment of public order requirements

It is prohibited:

  1. to make noise, bother co-citizens, stay naked in a public place (except in places prescribed by the Haabersti District or the Pirita District or the Northern Tallinn Government and preschool children on public beaches) or break public order in any other manner, incl. violate generally recognised practices and good morals, insult with one’s behaviour human dignity and public sense of morality;

  2. to disturb the night-time hours of quiet (from 23:00 to 07:00), except for performing emergency work or in a common place maintenance work with the permission of the Tallinn Municipal Engineering Department or a city district government and road work with the permission of the Tallinn Transport Department (hereinafter: the Transport Department) and for municipal waste transport with the permission of the Tallinn Environment Department, except at the night of 23 June and 31 December. In exceptional cases, in the case of public events ending after 23:00, the grant of a permit for a public event shall be decided by the Tallinn City Government (hereinafter: the City Government);

  3. for a minor under 16 years of age to be in a public place from 23:00 to 06:00 without being accompanied by an adult. During the period from 1 June to 31 August, it is prohibited for a minor to be in a public place from 00:00 to 05:00 without being accompanied by an adult;

  4. to generate noise exceeding the standard levels established by a regulation of the Minister of Social Affairs;

  5. to beg in a manner disturbing other people;

  6. to spoil or, without authorisation, take down, mount or relocate name or number signs, information boards or memorial plaques, life saving equipment and coordinate tables of utility networks and, without authorisation, open or close or lock emergency exits or hatches;

  7. without the owner’s or possessor’s permission to be in a respectively marked place in danger of collapse or in any other place enclosed for ensuring safety of people, except for liquidating the emergency phase;

  8. for visitors to the botanical or zoological gardens to touch or feed exhibits, except in departments specially meant for the purpose, to take along dogs, cats and other animals to the botanical or zoological gardens, to break or climb onto safety barriers, to ride a bicycle, go skateboarding or roller-skate on the territory of the botanical or zoological gardens if no special time and place have been prescribed for that, to remain in the botanical or zoological gardens after closure thereof.

 

Business activities

  1. Any business activity shall be organised in a manner which does not disturb the peace of other people. Disturbing the peace of other people during trading activities may serve as a basis for a refusal to issue or amend a registration in the register of economic activities, restrictions on the opening hours and declaration of invalidity of a registration in the register of economic activities.

  2. Stores, catering and service establishments and outdoor cafeterias are not allowed to mount loudspeakers directed to streets in order to transmit music without a permission of the respective city district.

  3. It is not permitted to use flashing advertising lights in outdoor lighting of gambling places.

Traffic of animal-drawn vehicles and non-power driven public transport vehicles

  1. The traffic of animal-drawn vehicles is prohibited on the territory of the Old Town of Tallinn and Park Kadriorg (except on the basis of a special permit issued by a city district under different cultural events).

  2. The traffic of non-power driven public transport vehicles (incl. bicycle taxis) is prohibited in Voorimehe Street and Vanaturu kael.

  3. In the Old Town heritage conservation area up to two non-power driven vehicles are allowed to stand in a stop at a time.

  4. In Town Hall Square traffic of non-power driven public transport vehicles is permitted; parking in Town Hall Square is forbidden.
