Allocating grants for non-profit making activities for cultural projects
Tallinn supports the cultural events taking place in the city through various open application rounds, so that our cultural calendar is versatile and full of events, and the city's cultural life is accessible to as wide a part of the city's residents as possible. The objectives of non-profit activity subsidies are based on Tallinn's development strategy "Tallinn 2035".
Deadlines for application rounds:
December 11, 2023 - cultural projects I (for activities from January 1, 2024)
December 29, 2023 - live music concert venues (for activities in the period January 1 - June 30, 2024)
January 22, 2024 - Music Projects I (for activities from 1 February 2024)

Applying for operating subsidies for groups participating in the Song and Dance Celebrations process and Tallinn singing and dancing days is by 15 February (grants are given once a year);
for project activities from 1 February, project applications must be submitted by 17 December 2018;
for project activities from 1 April, project applications must be submitted by 15 February;
for project activities from 1 July, project applications must be submitted by 15 May;
for project activities from 1 October, project applications must be submitted by 15 August.
1. The allocation of grants is regulated by the Procedure for allocation of grants for non-profit making activities and the Additional terms and conditions for allocation of grants for non-profit making activities (valid from 1 January 2017) – please familiarise yourself with Additional General Terms and Conditions (ANNEX_1) and the Additional Terms and Conditions for Cultural Projects (ANNEX_6) set out for the city for 2019.

3. INFORMATION ABOUT OPERATING SUBSISDIES:
As of 1 January 2017, according to the Additional terms and conditions for allocation of grants for non-profit making activities, grants for groups participating in the Song and Dance Celebrations process are considered as operating subsidies, and applications for grants must be submitted as applications for operating subsidies.
As of 1 January 2017, according to the Procedure for allocation of grants for non-profit making activities, the special-purpose grants allocated from the budget of an administrative agency to separately mentioned legal persons in private law are considered as operating subsidies and the processing of such grants must be carried out in the information system for grants for non-profit making activities.
In order to prepare the contract for targeted financing, the applicant/receiver of operating subsidies must state in the information system for grants for non-profit making activities (website: https://mittetulundus.tallinn.ee/iseteenindus) the purpose and budget for using the grant, which will become an integral part of the agreement.
The information system for grants for non-profit making activities is used for the registration of applications for operating subsidies, checking the data and debts of the applicant, preparation and conclusion of the necessary administrative acts and contracts, and submission and approval of reports.

4. INFORMATION ABOUT PROJECT GRANTS If a grant is applied for from several city institutions within a single project, then the application is submitted to only one institution and the application will list the other city institutions together with the amounts requested.
5. Definitions in the Procedure for allocation of grants for non-profit making activities: operating subsidies are targeted grants from the city budget for the implementation of a project; operating subsidies are targeted grants from the city budget complying with the terms specified in section 6 of the Procedure, used for organising the daily activities of a legal person and ensuring its sustainable development. in the domain of culture, operating subsidies are awarded pursuant to the provisions of Additional terms and conditions for allocation of grants for non-profit making activities for cultural projects: for groups participating in the Song and Dance Celebrations process and Tallinn Singing and Dancing Days; self-financing is the financial or financially measurable contribution of the beneficiary to a project or a supported activity; co-financing is a grant, donation, other income or a financially measurable contribution for covering the project costs given by other persons (other than the city authority).

Result
The Head of the Office will make a decision on awarding or not awarding the grant on the basis of the proposal of the committee.
A grant agreement is concluded with the applicant or a notice will be sent on the decision of not awarding a grant.
One month after the end of the supported activity at the latest, a report shall be submitted to the Office together with the required annexes.

When the result is unsatisfactory
In accordance with the Administrative Procedure Act, the decree may be objected or challenged in Tallinn Administrative Court (Pärnu mnt 7, Tallinn 15082) within 30 days after the notification of the decree.
Tallinna Kultuuri- ja Spordiamet
