1. The owner of the registered immovable concludes the subscription conctract with the owner or operator of the public water supply and sewerage system and submits to the owner or operator of the the public water supply and sewerage system the application for full or partial compensation of the subscription fee based on appendix 1 of order 42 of Tallinn City Government, issued on 14.05.2003 which is available here.
2. After accepting the application for full or partial compensation of the subscription fee from the owner of the registered immovable or plot, the owner or operator of the public water supply and sewerage system submits the list of subscription compensation applicants to the Tallinn City Property Department by via e-mail by the end of every week, to verify the address of the owner of the registered immovable or plot from the Population Register that Tallinn City Property Department will return in the list via e-mail in one week with results of the verification.
3. To transfer a full or partial compensation to persons, defined in clause 1 of the guide, the owner or operator of the public water supply and sewerage system, will submit, within two weeks, after drafting a legal document, verifying the subscription of the registered immovable or plot with the public water supply and sewerage system, an application to Tallinn City Property Department for every registered immovable or registered immovables that would be covered with the public water supply and sewerage system extension.

Tallinn City Property Department will notify within one month, following the reception of documentation, described in clause 1.14 of the guide, the amount of compensation to the owner of the registered immovable or plot who subscribed to the public water supply and sewerage system, and to the owner or operator of the public water supply and sewerage system.
