Bicycle support

The grant aims to promote cyclist driving licenses among children aged 10 to 15, raise children's awareness of safe driving and shape safe driving habits.

 

In addition, the aim of the support is to increase the proportion of cycling in the way children move, promote a healthy lifestyle and secure mobility. Upon application for the allowance, the residence of the parent (except guardian and adoptive parent) and the child, the time of obtaining the cyclist's driving licences and the time of purchasing the bicycle shall be taken into account.

Starting in 2023, a one-time grant of up to 100 euros was added to the "Rattaga kooli" grant of up to 25 euros for the purchase of a bicycle helmet. The grant must be applied for together with the grant application for the purchase of a bicycle and the purchase invoice for the purchase of a bicycle helmet must be submitted.

Those who have already received a bicycle purchase allowance are also eligible for the helmet allowance. To this end, an additional application for the helmet allowance must be submitted within one year of the submission of the application for the bicycle purchase allowance. Otherwise, an application for the purchase of a bicycle and a helmet must be submitted together.

From 2023, the condition for receiving a subsidy for the purchase of a bicycle is, among other things, that the cyclist's driver's license has been issued in the year of applying for the subsidy or in the year preceding it. This change also allows support for those who take the rider's driver's license exam at the end of the year but plan to buy a bike in the spring.

 

The amount allowance per child is up to 100 euros for a bicycle and up to 25 euros for a helmet. The grant is one-time.  Applications for support are processed by the Tallinn Education Department.

 

The beneficiary is the parent or guardian of the child who is granted support for the expenses of the bicycle acquired for the child. A single allowance for a child between 10 and 15 years of age for the purchase of a bicycle is entitled if:

1) the cyclist's driving licence has been issued to the child in the year of submission of the application for support or in the year preceding the year of submission of the application; and
2) the purchase invoice for the bicycle has been issued in the year of submission of the application; and
3) the place of residence of the child and at least one parent in the population register is Tallinn City without interruption at least as of 1 January of the calendar year of application for support.
 
A parent or guardian of a child has the right to receive a bicycle helmet purchase allowance if the residency requirements provided for in clauses (1) 3) and 4) of this section are met. Support for the purchase of a bicycle helmet shall be applied for pursuant to the procedure provided for in § 4 of this Regulation together with the application for support for the purchase of bicycles.

Application for support

(1) the Tallinn Education Department  shall announce the receipt of applications. The Education Department shall notify the commencement and termination of the receipt of applications in the national daily newspaper and on the website of Tallinn.

(2) in order to receive support, an application is submitted by a parent whose residence entered in the population register is the same as that of a child entitled to receive support at the time of submission of the application. If the application is submitted by a guardian, the requirements for the residence of the parent in the population register shall not be applied.

(3) the application for a refund shall be accompanied by a purchase invoice (s) for the bicycle/bicycle and the helmet and a copy of the cyclist's driving license.

(4) an application for support can be submitted in Tallinn e-service, digitally signed by e-mail or signed on paper.
