Birth benefit for residents of Tallinn

In order to obtain the birth benefit for residents of Tallinn, the child must meet the following requirements:
- their registered place of residence since their birth has continually been Tallinn
- according to the population register, the place of residence of at least one parent was continually Tallinn for one year prior to the birth of the child, and the place of residence of the other parent was Tallinn before the child’s birth. Note: In the case of the other parent, the time of registration is not important: it is sufficient if it was done before the child’s birth
- according to the population register, the place of residence of the child’s single parent was continually Tallinn for one year prior to the child’s birth.
The application can be submitted by the child's legal representative within six months from the day of the child's birth.
An adoptive parent and the child’s guardian are also entitled to the benefit. The application must be submitted within six months of the court order for guardianship or adoption entering into force, provided that the child is no more than 18 months old at the time of it entering into force. An adoptive parent or guardian does not have to be a resident of Tallinn.
The birth benefit for residents of Tallinn (in the case of the birth of one child) in the amount of 320 euros is paid in two instalments, based on a one-off application:
- 50% following the submission of the application
- 50% after the child turns 1, provided that the child and their parent(s) have been residents of Tallinn according to the population register since the birth of the child, i.e. all the time until the child turns 1*

The twin birth benefit (in the case of the birth of twins) in the amount of 1000 euros is paid in one go.
The multiple birth benefit (in the case of the birth of three or more children) in the amount of 6392 euros is paid in one go.
From 01.01.2023, the child's parent has the right to receive birth benefit if the child is stillborn or dies within 70 days and the child does not have a place of residence according to the population register.
Where to start
The application can be submitted by the child's legal representative within six months from the day of the child's birth.
1. The birth benefit can be applied for immediately after the child’s birth is registered.
2. The application can be submitted in Tallinn’s e-service environment after the child’s birth is registered.

The person is identified when logging in to use a service on the portal.
Application reception confirmation
Follow the application’s progress on the portal. You will know that the application has been submitted correctly when you receive a notification stating “Avaldus on edastatud ja registreeritud” (‘The application has been forwarded and registered’).
Result
Your current account receives the benefit in two parts for the birth of one child, in one part for the birth of twins and multiples. Payments of benefit are made within 30 days of submitting the application, in the case of support paid in two parts, the second part of the support is paid within 30 days after the child reaches one year of age.
When the result is unsatisfactory
A person who believes that their rights have been violated or that their freedom has been restricted by a decision or in the course of administrative proceedings may file an appeal with the Tallinn Vital Statistics Department or an administrative court within 30 days.

You can apply for the one-time childbirth allowance from the City of Tallinn immediately after the child’s birth has been registered within six months from the day of the child's birth. Fill out the application.
