Birth registration
The electronic communication should be used instead of direct contact in vital statistics and population register proceedings.
The new service open at www.rahvastikuregister.ee, in the main menu "Family" select "Birth registration".
The new service also allows unmarried parents or single parent to apply for birth registration.
Compiling a birth entry based on the relevant personal application of the child’s legal representative and medical birth certificate, acknowledgement of paternity, assigning the child a given name and a surname and issuing a birth certificate. A child’s birth must be registered within one month as of the date of birth of the child.

The new service also allows unmarried parents or single parentor single parent to apply for birth registration. You can use the service if a medical birth certificate about the birth of your child exists in the population register. If you are married to each other, details about a marriage contracted abroad have been entered into the population register.
When selecting a name for your child, you may perform a name query. You can enter the name that you want to give your child upon registering the birth. The result of a query is either an affirmative or reasoned negative reply by an official from the Vital Statistics Department. You shall receive the reply via the state portal.
Naming a child
A given name may consist upon assigning of not more than three names written as separate words or two names linked by a hyphen. A given name shall be in conformity with good morals and correspond to the gender of the person. A given name may not contain numbers or non-alphabetical signs and together with the surname may not form a name of a well-known figure. An exception can be made, if, due to the citizenship, family relations, national identity or other circumstances, a child or the child’s parents have a personal connection to the foreign-language name tradition and the name applied for complies therewith.
The spelling of an Estonian given name shall be in accordance with the rules of orthography of the Estonian language. The pronunciation and spelling of an Estonian given name are the same and the name does not contain any foreign letters (such as c, č, q, w, x, y), foreign word letters (f, š, z, ž), foreign language letter combinations (such as th, sh) and the name does not start with letters g, b, d. A non-Estonian given name shall be in accordance with the rules of orthography of the relevant language and must be in use in another state as a given name.
The assigned surname may be the joint surname of both parents or the family name of the single parent. If the parents have different surnames, the child shall be assigned the surname of one of the parents. Multiples shall be assigned the same surname. A surname consisting of two names shall not be assigned to a child as a surname. As an exception, a child may be assigned a surname consisting of two names of the parents, if the parent has obtained it by birth, both parents or the single parent have two names or if a sister or brother of a child has a surname consisting of two names which coincides with the surname of a parent consisting of two names.

Result
When registering a birth, a birth entry is made in the population register, which is visible to parents, state agencies and family doctors.
When registering a birth in the e-population register, if the parents have chosen a digital birth certificate, the certificate can be downloaded from the portal within 30 days.
A paper birth certificate and the children’s name certificates for residents of Tallinn is issued from the Tallinn Civil Status Office within two weeks after the registration of the birth at the reception times of the citizens, without prior reservation.
The one-time childbirth allowance of Tallinn can be applied for upon registering the birth at the Tallinn Vital Statistics Department or afterwards via the e-service portal within six months after the child is born.
The national parental benefit and childbirth allowance are paid by Social Insurance Board. During the week following the registration of the birth, the relevant information will be sent to the parents by e-mail. Information can also be found from the Social Insurance Board self-service or from the Social Insurance Board (Sotsiaalkindlustusamet, Paldiski mnt. 80, Tallinn, tel 16106).
