Care home for children with severe or profound disability
The purpose of the care home service is to support the coping of a parent, a physical guardian or a parent of a foster family on the basis of a contract, reducing the care load due to a child's severe or profound disability.
The target group of the service is severely and profoundly disabled children with high and very high care needs who have difficulty coping and for whom the immediate availability of a round-the-clock service with permanent supervision is important. The service is aimed at children who are not suitable for the conditions of childcare services offered within the frame contract.
With the help of the service, the parent's care load is reduced in order to allow free time from childcare to participate in employment or for other activities that cannot be performed while caring for the child.
The care home service provider must have a valid childcare service license.
The service is provided in the premises of the service provider, which meet the health protection requirements of childcare services established on the basis of the Public Health Act.
The caregiver will follow the instructions, suggestions and recommendations of the parent and the child's network specialists, including the treatment team.
The caregiver's task is to ensure a safe and development-promoting environment for the child with appropriate care activities, including:
- taking into consideration the child's developmental potential and the need to develop daily routines;
- using ergonomic care techniques and aids;
- if necessary, carrying out nursing actions by administering medicines according to the prescriptions;
- monitoring the condition of the child's skin and if necessary, using appropriate care products;
- using and maintaining medical aids that support the functioning of the child's body;
- using different alternative communication options and if necessary, looking for suitable levels of communication that support the child's development.
Where to start
Referral to the service takes place in a local government unit, where a child welfare specialist from the social welfare department assesses the child's ability to cope and specifies the need for additional family support. As a result of the assessment, a decision of referral for the service is formalised, where the need for the service is justified, including a description of the child's ability to cope and the family's need for additional help, and the indicative volume of the service is defined.

Payment
· The service is free of charge for a child whose place of residence in the population register is the city of Tallinn, but the cost of meals must be paid and the child must be provided with personal aids, hygiene products and personal belongings (including learning materials) that the child needs while using the service.
Result
Before coming to the care home or being entered to the waiting list, a bilateral contract is
concluded. After signing the contract, you can bring the child for a trial day.
