Financial support for the beginning of the academic year (benefit for first graders)
A child is entitled to financial support for the beginning of the academic year until the age of 19 if:
- they are starting or continuing basic or secondary education or vocational training and
- the place of residence (entered into the population register) of the child and at least one of their parents has continually been the city of Tallinn since 1 January of the year of application
- the place of residence according to the population register of a student from the age of 18 and up, i.e. a student of legal age, has been city of Tallinn continuously at least since the 1 January of the calendar year for which the support is paid
An e-application for the financial support can be submitted through the Tallinn self-service environment from 18 September to 30 November.
The amount of the grant is:
- 320 euros for a child going to first grade (paid within 30 days of submitting the application)
- 100 euros from second grade

Where to start
Enter the Tallinn e-service environment https://taotlen.tallinn.ee/koolitoetus and submit an application. The prerequisite for submitting an application via the e-service is that the data in the population register meet the conditions for receiving financial support, i.e. the application can be submitted by a parent whose place of residence entered in the population register is the same as their child's. The first application can be submitted from the time the list of students at the child's school is approved until November 30 of the year in which the right to the financial support arises.

The website allows you to track the process. The application has been submitted correctly if you get the following message: The application has been forwarded and registered.
Result
The benefit is a one-time payment.
When the result is unsatisfactory
If you think that your rights have been violated or your freedom has been restricted with the agreement or during the administrative procedure, you can submit an objection to Tallinn Education Department or a complaint to the administrative court.
