Marriage registration
According to Estonian law a marriage is contracted between two adults natural persons.
The process of entering into marriage involves:
- submitting a marriage application;
- contracting the marriage in the presence of a vital statistics official.
Submission of application
The marriage application can be submitted together in person at the civil registry office or electronically. An application can be submitted electronically in the secure online environment www.rahvastikuregister.ee .
No appointments are booked for application submission.The application is submitted to the registry office where the marriage is to be concluded. The place of marriage is not related to the residence of the parties.
Marriage registration
A marriage is contracted in the presence of a vital statistics official.
At the Tallinn Vital Statistics Department, it is possible to contract a marriage:
- In the main hall – marriage ceremonies take place from Wednesday to Saturday. The ceremony can be held in Estonian, Russian, English, Italian, Spanish or Greek.
- In the office – the formalisation of documents takes place in the officer's office without the presence of guests or photographer. The ceremony takes place in Estonian. If necessary, an interpreter must be involved.
- Outside the premises of the Tallinn Vital Statistics Department – in agreement with the Vital Statistics Department, it is possible to invite an official to perform a marriage ceremony at a location and date of your choosing. The ceremony can be held in Estonian, Russian, English, Italian, Spanish or Greek.

Where to start
A marriage application is possible to submit in the secure online environment www.rahvastikuregister.ee . The service can be used if:
- both spouses have lived in Estonia at least six months before submitting the marriage application (NB! Pursuant to subsection 9 (51) of the Vital Statistics Registration Act the residence of a person shall be the residence entered in the population register),
- the data of the birth document are entered in the population register,
- marital status data are entered in the population register.
If you have chosen the Tallinn Vital Statistics Department as the place of marriage when submitting the application, please wait until our official contacts you by phone or e-mail to agree on the date and time of the marriage.
The desired date and time of your marriage will not be reserved until you have received confirmation from the official to your e-mail.
Personal identification
You will be identified when you log in to the www.rahvastikuregister.ee .
Application reception confirmation
You will receive an automatic notification about the submission of the application.
Payment
When concluding a marriage, a state fee must be paid to the Ministry of Finance and a fee for concluding a marriage to the Financial Service of the Tallinn City Office.
The state fee of €30 is paid when submitting a marriage application on the portal of the population register.
When returning the state fee, 25% of the state fee prescribed for the operation is deducted as a procedural cost (State Fees Act § 15 lg 2).
Payment for the service must be made to the bank account of the Financial Service of the Tallinn City Office. Please pay for the service after the official has sent you a confirmation about time and date agreement!
Only a state fee 30€ is paid for the for formalizing marriage documentsin the clerk's officeroom without the participation of guests and a photographer.
It is also possible to pay for all services on site with a bank card (except American Express).
Result
If you have chosen the Tallinn Family Status Office as the place of marriage when submitting the application, please wait until our official contacts you by phone or e-mail to agree on the date and time of the marriage.
The marriage is concluded one to six months after the submission of the application. The date of marriage is calculated from the date when the other party has also confirmed the e-application.
A marriage is contracted provided that prospective spouses express their will to contract marriage before a official both being present in person at the same time.
Marriage certificate
Marriage certificates are issued on paper or digitally. The primary certificate is issued in Estonian.
When submitting a marriage application, the method of issuing a marriage certificate must be indicated - either on paper or digitally.
The digital certificate is confirmed with the digital signature of the civil status officer. It will not have the handwritten signature of the official or the seal of the office.The certificate will be sent to your e-mail address.
The certificate issued on paper is confirmed by the civil registry officer with a signature and a small seal of the state coat of arms.
Where to start
No appointments are booked for application submission.The application is submitted to the registry office where the marriage is to be concluded. The place of marriage is not related to the residence of the parties.
In order to conclude a marriage, you need to submit:
- a joint written application Version 1 and Version 2;
- identity documents;
- birth document, in case the birth details of a prospective spouse are not in the population register;
- in the case of a second or subsequent marriage or cohabitation, a document stating that the previous marriage or registered cohabitation has ended or been declared invalid, if the data is not available in the population register;
- certificate of legal capacity to contract marriage in case the prospective spouse’s place of residence is in a foreign country or he/she has lived in Estonia less than six months;
- document confirming marital status, if the the prospective spouse’s residence has been registered in Estonia for more than six months, but there is no information on the marital status;
- document proving the legality of a foreigner staying in Estonia in case he/she is not an European Union citizen;
- a document proving the payment of the state fee;
- if necessary, a document confirming the removal of another obstacle to the conclusion of marriage.

A foreign document must be legalised or confirmed with an apostille, unless the international agreement states otherwise.
A document in a foreign language must be translated into Estonian, Russian or English, except when the document is in Russian or English. If the documents have been translated, the evidence shall be submitted with a translation confirmed by a notary authority, consular officer or sworn translator.
What to do with the form
The law does not allow submitting a marriage application by e-mail. To submit an application, come to the Tallinn Vital Statistics Department during reception hours at Pärnu mnt 67, Tallinn.
Payment
When concluding a marriage, a state fee must be paid to the Ministry of Finance and a fee for concluding a marriage to the Financial Service of the Tallinn City Office.
State fee
A state fee of €30.00 must be paid for entering into a marriage by transfer to the bank account of the Ministry of Finance or via a payment link.
