A parking pass for a person with special needs
Due to the spread of COVID-19, we ask you to use our e-services and communicate via e-mail and phone instead of coming in person.
A parking pass is a pass which facilitates parking for a person with a disability or their companion. The pass will be given out for free.
The parking pass will be issued to people who have
- moderate, severe or profound physical disabilities;
- moderate, severe of profound visual impairments;
- temporary visual impairments or temporary physical disabilities due to which they have to use mobility equipment.
How long is the parking pass valid?
- A parking pass will be issued for the duration of validity of the disability certificate, but no longer than for five years.
- In case of a temporary physical disability or visual impairment, the parking pass will be issued for the period during which the person is disabled but no longer than six months.
The parking pass will be granted to a person, not a vehicle. The parking pass cannot be used for parking without the person it has been issued to. Thus the application, issuance and use of the parking pass is identity-based and is only valid when the person with the parking pass is driving or parking. The parking pass cannot be used for parking without the person it has been issued to.

- You have to present the following to apply for the pass:
- Identity document (passport, ID-card, driving license, birth certificate for children)
- For working-age people: the decision of the severity of the disability and the identification of additional costs issued by the Social Insurance Board where it is noted that the person has a moderate, severe or profound physical disability or visual impairment. NOTE: If the decision of the severity of the disability and additional costs is accessible to you only via the eesti.ee website, please send it electronically or print out the longer version on which it is written that the person has a moderate, severe or profound physical disability or visual impairment. Make sure that the duration of validity is noted on the decision. The decision consists of two pages.
- for children and people receiving a pension with a disability: a letter from the family doctor or treating physician about the physical disability or visual impairment in addition to the resolution of the severity of the disability and identification of additional costs issued by the Social Insurance Board.
- A disability card issued by the Social Insurance Board where it is noted that the person has a moderate, severe or profound physical disability or visual impairment.
- in case of a temporary physical disability or visual impairment: a doctor’s note (a note about the disability issued by a family doctor or specialist).
- a 3x4 cm photo of the applicant
- a filled in request for applying for the parking pass
In case of a temporary physical disability or visual impairment a doctor’s note (a note about the disability issued by a family doctor or specialist) is necessary.

Where to start
You can submit the documents and the request for a parking pass for a person with a physical disability or visual impairment at the Tallinn City Government’s Information Hall (Vabaduse väljak 7), table no. 4.
Personal identification
