Permit for the temporary closure of a street

In order to close off a publicly used street, parking lot or green area either partly or completely, you need to submit a formal application at the Tallinn Operative Information website. As an exception, you can also fill in the application form at the service provider or send a digitally signed application by e-mail.

In addition to the application, you also need to submit a traffic scheme (scale 1:500). We advise that you order traffic schemes from a company specialising in traffic management. When a temporary traffic arrangement is imposed, the person who applied for the closure must follow regulation No. 43 “Requirements for temporary traffic arrangement”, issued by the Minister of Economic Affairs and Infrastructure.

If a street closure also affects public transport, the traffic scheme will only be approved after getting an agreement from a public transport specialist. You also need to submit an additional public transport bypass scheme if necessary. In most cases, public transport re-routing is not necessary but public transport stops might have to be moved, which is why their locations are assessed during the proceeding.

You must pay a fee to temporarily close off a street. You can find the division of Tallinn roads based on their traffic intensity and strategic importance from the annex of the road and street closure legislation.

 The fee for closing off a parking lot or square is 2 euros an hour per every closed 20 square metres.

If the road closure takes place during a period with a lower fee (between 22:00-6:00; on Saturday or Sunday; on a national holiday), a 0.5 tax rate is applied to the fee.

You must submit your application at least five days before the proposed time of the closure. If you want to close off more than half of the width of the street belonging to the first group, you must submit your application at least 14 days before the proposed time of the closure. If the street closure will result in a public transport rerouting or you are submitting a charge concession/cost exemption application with the closure permit application, you must submit you application at least 35 days before the proposed time of the closure.
