Settlement of rental disputes
The Tallinn Rent Committee settles disputes arising from rental agreements.
- The rent committee settles disputes that have arisen from the renting of a residential property in Tallinn and that have not been referred to court before.
- In order to settle a rental dispute, a party to the rental agreement (landlord or tenant) of a residential property in Tallinn may apply to the rent committee.
- The committee's decision, once it has entered into force, is enforced according to the enforcement proceedings and the parties are bound by it.

Where to start
The rent committee takes up a rental dispute on the basis of a written application from the tenant or landlord.
1. Draft an application or download and fill in the pre-filled application form.
2. Attach any supporting documents (rental agreement, correspondence, invoices, photos or other necessary documents).
3. Digitally sign the application and send to [email protected].
Requirements for the application
· The application and annexes must be in Estonian or accompanied by a translation.
· The application and annexes must be submitted as a single e-mail. If the total size of the files attached to the e-mail is too large (more than 20 megabytes), part of the files may be sent in a separate e-mail referred to in the original one.
· The Digidoc Client software must be used for digital signatures.
· To be digitally signed, the document must be in TXT (Text), RTF (Rich Text Format), PDF (Portable Document Format) or ODF (Open Document Format).
· The document must be readable using Adobe Reader or Microsoft Word software.
· The document must not contain elements that can change (like links to websites).
The application will be dismissed or the procedure closed if:
1) the settlement of the dispute does not fall within the competence of the rent committee.
2) the same dispute is already pending before a court or the rent committee between the same parties on the same basis.
3) the same dispute has already been settled by the rent committee or in court.
Result
The chairman of the rent committee decides on the admissibility of an application within three working days of receiving it (or of removing any deficiency in the application).
The committee will normally set a hearing to consider the application within one month. The committee will make a decision within seven working days of the hearing. The decision will be delivered to the parties via e-mail or post. In exceptional cases, the decision shall be notified to the parties via publication in the official notices.
The committee's decision, once it has entered into force, will be enforced through a judicial authority under the enforcement provisions and the contracting parties will be bound by it.
