Yard maintenance grant
An apartment association can apply for a grant to maintain their outdoor areas and yards. The grant can cover up to 15-70% of the project’s cost. The maximum grant is 16,000 euros per year and 40,000 euros for one yard.
Support conditions:
1. To receive the grant, you must send the application along with the other necessary documents before 1 March.
2. The grant must be applied for before starting the maintenance work.
3. The grant will be paid out after the completion of the project and approval of the cost report.
4. The maintenance work has to be coordinated with the city authority (the applicant must have a building permit, building notice or other similar type of permit).
In 2024, the budget for the yard maintenance grant is 684,000 euros.

Where to start
To submit your application, log in to the Tallinn project and activity grant information system using an ID-card, Smart-ID or mobile-ID. Submit your application by 1 March at the latest.
Click “Project and activity grants” and then “Submit a new application”. Then select “Activity grants” and choose “Apartment associations”.
The application must include:
- a record of the general meeting of the apartment association (or, in case of an authorisation based on statutes, a record of the board meeting) that includes the decision to do maintenance work in the yard.
- the applicant’s confirmation that they are able to carry out the works mentioned in the application with their own funds and that they have understood that if the application is accepted, the subsidy might be paid out in the minimum rate.
- two quotations with at least three invitations to tender and a justification of the quotation chosen by the applicant if the lowest quotation was not chosen.
- consent from the relevant competent authority, if required.
- a design or project drawing created in accordance with the relevant requirements for the proposed work.

Personal identification
The applicant’s right of representation must be:
- marked on the B-card in the commercial register
- proven with an authorisation (instructions for applying for an authorisation) or a statement of authority (only necessary if a legal person is being represented by multiple board members together, example)
Result
If the application includes any shortcomings, the applicant has 15 days to fix them. If the applicant does not fix those shortcomings within this period, the application will be rejected. The amount and rate of the grant will be announced in the protocol of the evaluation committee by 1 April at the latest.
After completing the work and submitting an expenditure report, the city district government will prepare a report within 10 days. The grant will be paid out based on the report within 21 days.
