- Applying for a public event permit:
To organise a public event in Tallinn, you must submit an application for a public event permit. Public events are located in public spaces and are entertainment events, competitions, performances, commerce events or other similar gatherings of people that are open to the public. A public event permit is not required for events that take place outdoors in a temporarily cordoned area designated for free movement and usage, buildings or parts of them that are designated for public gatherings except if the event proposes a heightened security risk or takes place between 22:00–6:00. - A guide for organising an environmentally friendly event

- Photographing and filming in a public space:
Taking photos and filming in public spaces is permitted and does not usually require a special permit. The photography and filming cannot disrupt people and if it does, it must be stopped. Applying for a permit for the temporary closure of a street from the Tallinn Transport Department is required if taking photos and filming in a public space interrupts pedestrian movement or temporarily changes traffic management. Taking photos and filming on private property requires the owner’s permission. The permission has to be given directly by the owner. Taking photos and filming in commercial centres or tourist attractions also requires permission that has to be gained from the head of the establishment beforehand or on-site.
