Teele – Tallinn's Modern Legal Acts Information System

The Tallinn legal acts information system Teele is a modern legislative drafting platform designed for city officials.

Teele features a clean, intuitive interface that eliminates unnecessary buttons and unclear functions. The system is designed for quick adoption and ease of use.

Multiple users can collaborate on legal acts simultaneously within Teele. This streamlines workflows by eliminating wait times between reviewers and preventing the fragmentation of drafts across multiple files with different contributors' input.

The legal act lifecycle—from initial drafting to public distribution—has been simplified and digitized through a redesigned workflow that leverages the system's full capabilities.

Formatting errors in drafts are significantly reduced, with the system immediately flagging potential issues. This eliminates common problems such as outdated templates being used inadvertently.

For standardized legal acts, such as housing rental orders, pre-populated templates can be created, requiring only variable information to be added.

Drafts remain within a single system throughout their lifecycle—created, processed, and published entirely within Teele, eliminating the need for transfers between multiple platforms.

This integrated approach simplifies legal act retrieval and provides supervisors with enhanced visibility into draft progress and team workflows.

When legal acts require amendments, changes are incorporated directly into the original text, providing a comprehensive view of the complete document and eliminating the need to cross-reference original directives with multiple amendment orders.

Data security is enhanced as drafts are not stored on individual computers or in personal email accounts.
