Public transport network changes in the City Centre

The changes will be implemented from 21 October. Citizens had the opportunity to express their views and make proposals from 3-20 September before the final decisions were made. In total, nearly 5,000 comments were received from all city districts.

Key impacts:

  • A number of new connections are created with all the city districts.
  • There are more lines through the city centre, ensuring smooth transfers at the city centre stops to reach major logistical points and important social infrastructure.
Citizens' feedback:
  • There was little negative feedback from residents in the city centre to the proposals. Rather, it was pointed out that there is a need to reduce traffic going through the city centre and to make transfer stops more convenient. We will take this into account and work towards these goals in cooperation with the different agencies of the city.
  • In addition, many people highlighted concerns with other routes that are not reflected in this phase, which are valuable input for the city in planning subsequent proposals.

Changes from 21 October 2024:

Line 22 will be closed and replaced by line 25 Tiskre – Reisisadama D-Terminal.

  • The line starts from Tiskre, runs along Rannamõisa tee and Paldiski tee towards the city centre. In the city centre along Endla, Suur-Ameerika, Liivalaia, Pronksi and Jõe tänav to Reisisadama D-Terminal.
  • Provides a fast and direct connection from Tiskre to the city centre. This provides public transport services along the entire length of the Suur-Ameerika – Liivalaia – Pronksi – Jõe corridor. An alternative route in the city centre will also increase the resilience of the public transport network.
  • A prospective new stop at the joint building of ministries to serve the surrounding social infrastructure (schools and institutions).
  • This is a faster line, which skips some of the less popular stops.
  • Lines 40 and 51 are merged, name of the line: 40 Priisle – Pelguranna

  • The line follows the former line 51 until it turns to Raua tänav, from there to Rävala puiestee and through Teatri väljak to Estonia puiestee and continues on the former route of line 40.
  • The change creates a new direct connection between Põhja-Tallinn and Lasnamäe, complementing line 35.
  • The Hobujaama stop will be removed in the future, which means that line 40 will not be able to use it. The change allows for the use of stops in the outskirts of the city.
  • Lines 47 and 54 are merged. Name of the bus line: 54 Väike-Õismäe – Bussjiaam – Priisle

  • In Haabersti, the line starts at the Väike-Õismäe parking lot and runs along the south route of Õismäe tee to Astangu and from there to Paldiski maantee. In the city centre, it passes through Endla tänav, Kaarli puiestee and Estonia puiestee. From Teatri väljak, it heads towards Bussijaam (the Central Bus Station). In Lasnamäe, the route follows Peterburi tee, Smuuli tee, Laagna tee, Mustakivi tee and Linnamäe and Ussimäe to the end-stop Priisle on Kärberi tänav.
  • The new line provides a long-awaited direct connection from Astangu to the city centre, which is important given the rapid development of the area.
  • This will ensure a regular connection between Haabersti and the Central Bus Station and open up more convenient connections to Mustamäe.
  • This is a faster line, which skips some of the less popular stops.

Re-routing of lines 21/21B and 41/41B

  • Lines 21b and 41b will be closed, and instead lines 21 and 41 will be re-routed.
  • Line 21 will still connect Landi stop and Balti jaam, In Haabersti, the route will follow Vabaõhumuuseum tee. In the city centre, it will no longer loop around the Old Town, but will go straight back along Toompuiestee and Paldiski tee.

  • 41 will connect Kakumäe and the Hobujaama junction. In Kakumäe, it will pass along Vana-Rannamõisa tee. In the city centre, it will run along Endla tänav, Kaarli puiestee, Estonia puiestee and Gonsiori tänav to the Laikmaa stop on Laikmaa tänav.
 Lines 20 and 20A – remain as is at the request of citizens. Change proposal will not be implemented.

  • The route of line 20 in Nõmme will remain the same as before. From Kadaka puiestee it goes along Mäepealse and Raja tänav to Sõpruse puiestee (faster route) and continues along the former route until the junction on Liivalaia tänav. It goes along Liivalaia, Pronksi and Jõe tänav to the port. At the moment, a line that turns from Pärnu maantee to Liivalaia tänav and continues from there doesn’t exist – remains as is at the request of citizens. Change proposal will not be implemented.
  • 20A will be renamed line 19 Viru Keskus – Laagri alevik, as the route will be sufficiently different from line 20. In Nõmme, the route is similar to line 20A. In Mustamäe, in the Mäepealse-Kadaka area, it takes a detour to the Hõbemetsa residential area from Kadaka tee. It goes along Akadeemia and Vilde tee to Sõpruse puiestee and along A. H. Tammsaare tee and Pärnu maantee. It runs along Estonia puiestee to the end-stop on Laikmaa tänav. In the direction of Laagri, it starts from the Viru Keskus bus terminal and goes to Pärnu maantee through Narva maantee – remains as is at the request of citizens. Change proposal will not be implemented.
Lines 24 and 20A – remain as is at the request of citizens. Change proposal will not be implemented at this moment.

  • The route of line 24 remains unchanged until Akadeemia tee. The route through Raja, Mäepealse, Kadaka tee and in the Hõbemetsa residential area is cut. Instead, it will make a U-turn directly to the end-stop Kadaka. – remains as is at the request of citizens. Change proposal will not be implemented. Lines 19 and 20A – remain as is at the request of citizens. Change proposal will not be implemented.

On lines 19 (20A) and 20, the number of departures are increased for a better service. The re-routing of line 24 from Hõbemetsa allows for the implementation of articulated buses on the currently congested line – remains as is at the request of citizens. Change proposal will not be implemented.
