The changes will be implemented from 21 October. Citizens had the opportunity to express their views and make proposals from 3-20 September before the final decisions were made. In total, nearly 5,000 comments were received from all city districts.
Key impacts:
- There will be more and faster connections to Põhja-Tallinn, Kristiine and Haabersti through different transport corridors.
- The main lines through Lasnamäe will be determined, ensuring that Lasnamäe residents can move between all the city districts of Tallinn.
- The new line 48 connects a number of social infrastructure points, residential buildings and work places.
Citizens' feedback:
- Many citizens were concerned about the shortening of the route of line 49 and the consequent creation of a new line 48. In line with feedback, line 48 was re-routed to cover Kloostrimetsa tee. In addition, we extended the line from Gaasi to the Vesse junction, thus also covering the Seli area. Line 49 is now serving Mähe tee stop, cutting out Kaasiku stop (as requested by Mähe tee stop users).
- Removing lines 64 and 65 sparked a lot of discussion. Today, the journey time from Väike-Õismäe to Lõõtsa stop on line 64 is approximately 36 minutes. The proposed line 13 will make it in 40 minutes. Ülemiste City will have a direct connection to Õismäe, Mustamäe and Lasnamäe throughout the day and on the weekends. The Lennujaama stop was added to line 13 to provide a direct connection to the airport from Õismäe, Mustamäe and Lasnamäe.
Changes from 21 October 2024:
Lines 40 and 51 will be merged. Name of the bus line: 40 Priisle – Pelguranna
Proposals before the meetings: |
- The line follows the former line 51 until it turns to Raua tänav, from there to Rävala puiestee and through Teatri väljak to Estonia puiestee and continues on the former route of line 40.
- The change creates a new direct connection between Põhja-Tallinn and Lasnamäe, complementing line 35.
- The Hobujaama stop will be removed in the future, which means that line 40 will not be able to use it. The change allows for the use of stops in the outskirts of the city.
Lines 47 and 54 will be merged. Name of the bus line: 54 Väike-Õismäe – Bussjiaam – Priisle
Proposals before the meetings: |
- In Haabersti, the line starts at the Väike-Õismäe parking lot and runs along the south route of Õismäe tee to Astangu and from there to Paldiski maantee. In the city centre, it passes through Endla tänav, Kaarli puiestee and Estonia puiestee. From Teatri väljak, it heads towards Bussijaam (the Central Bus Station). In Lasnamäe, the route follows Peterburi tee, Smuuli tee, Laagna tee, Mustakivi tee and Linnamäe and Ussimäe to the end-stop Priisle on Kärberi tänav.
- The new line provides a long-awaited direct connection from Astangu to the city centre, which is important given the rapid development of the area.
- This will ensure a regular connection between Haabersti and the Central Bus Station and open up more convenient connections to Mustamäe.
- This is a faster line, which skips some of the less popular stops. The route of line 49 between Pirita and Ülemiste City will become more direct

- The modified route will run along Pirita tee, Narva tee and J. Smuuli tee.
- The change will significantly improve connection times between the airport, Ülemiste City and Pirita.
- This is a faster line, which skips some of the less popular stops.
Line 48 will be opened

- The new route 48 will provide public transport in areas no longer served by line 49.
- Connects social infrastructure points in the Pirita and Lasnamäe districts.
- The route of the line was made more direct, based on feedback from the government of the Pirita district.
Route changes to lines 12 and 13
Line 12:

- The route of line 12 is diverted from Peterburi tee to Pae tänav, from there via Punase tänav and Smuuli tee to Laagna tee to the Priisle stop on Ümera tänav.
- This includes increasing the capacity and frequency of line 12.
Line 12 is a fast line, which skips some of the less popular stops.
