Public transport network changes in Mustamäe
The main planned impacts:
The changes will be implemented from 21 October. Citizens had the opportunity to express their views and make proposals from 3-20 September before the final decisions were made. In total, nearly 5,000 comments were received from all city districts.
The main planned impacts:
- A new direct connection with Haabersti district’s services and the Kakumäe area.
- Re-routing of lines 12 and 13 helps to reach more destinations.
- There will be an opportunity to implement articulated buses on line 24, thereby reducing the capacity problems on Sõpruse puiestee.
- The changes to line 20 provide a quicker connection from Mäepealse area to the Lepistiku connection. There will be a fast connection from TalTech (Keemia), Ehitajate tee, Liivaku and Vambola stops to the Tallinn-Väike area, to schools and workplaces at the Liivalaia-Pärnu maantee junction as well as workplaces in the Maakri Quarter and the port.
- Citizens' feedback was rather negative on lines 19, 20 and 22. It was requested that line 24 be left to run Hõbemetsa/Rehe tänav and to go through Mäepealse – Kadaka. In accordance with feedback from citizens, it was decided that lines 20, 20A and 24 continue on the same routes.
- A closer interval was requested for lines 19 and 20. We would have taken this proposal into account.
Changes from 21 October 2024:

- Instead of the western route of Väike-Õismäe, it will go through the eastern route and from there through Ehitajate tee to Paldiski maantee. From the Paldiski maantee-Mustamäe tee-Endla tänav junction, it will continue its normal route.
- The current line 26 no longer meets the needs of passengers. Instead, the line will be redirected to serve the Väike-Õismäe – Põhja-Tallinn direct connection, which both data and citizens show is in demand.
- On Mustamäe tee, the removed connections of line 26/26A are covered by trolleybus lines 1 and 5, and on Laki tänav and Ehitajate tee by bus line 33, which covers demand from Mustamäe.
