The main planned impacts:
The changes will be implemented from 21 October. Citizens had the opportunity to express their views and make proposals from 3-20 September before the final decisions were made. In total, nearly 5,000 comments were received from all city districts.
Key impacts:
- From the Pirita Keskus to Ülemiste City in less than 30 minutes.
- From Viimsi to the airport in about 45 minutes compared to the previous 1 hour and 5 minutes. For a daily commuter travelling during rush hour, this means 40 minutes of time saved per day.
- A new line 48 is created to provide connections between the social infrastructure points of the city district.
Citizens' feedback:
- Many citizens were concerned about the shortening of the route of line 49 and the consequent creation of a new line 48. At the same time, we received a lot of positive feedback, as the residents of Viimsi and Pirita have long been waiting for a more direct route to Ülemiste City. In accordance with the feedback, line 48 was re-routed to also cover Kloostrimetsa tee. Line 49 is now serving Mähe tee stop, cutting out Kaasiku stop (as requested by Mähe tee stop users).
Changes from 21 October 2024:
The route of line 49 between Pirita and Ülemiste City will become more direct
Proposals before the meetings: |
- The modified route will run along Pirita tee, Narva tee and J. Smuuli tee.
- The change will significantly improve connection times between the airport, Ülemiste City and Pirita.
- This is a faster line, which skips some of the less popular stops.
Line 48 will be opened

- The new route 48 will provide public transport in areas no longer served by line 49. Starts from Pirita stop, the route: Merivälja tee, Randvere tee, Pärnamäe tee, Narva mnt, Ussimäe tee, Linnamäe tee, Mustakivi tee, Laagna tee, Varraku tänav, Punane tänav, Kuuli tänav, Peterburi tee, end-stop at Gaasi.
- Connects social infrastructure points in the Pirita and Lasnamäe districts.
