On this page you will find services and benefits provided by the City of Tallinn to children and families with children. The main goal of the support services is to prevent serious issues and to support the independent welfare of families.


Child benefits

Childbirth allowance for Tallinn citizens

320 euros for the birth of a child

Childcare allowance

Coverage of childcare up to €196 per month

Disabled children’s allowance

Yearly allowance for children with special needs on their birthday month

Allowance for first-graders

320 euros for children starting grade 1, paid in two increments

National family benefits 

All family and child benefits provided by the state

Maternity package

We will gift families childcare articles for every child born

24/7 childcare in a home environment, hourly or daily

Support person for children with severe and profound disabilities 

A supportive friend for children; the support person accompanies the child in school, kindergarten or during rehabilitation services.

Support groups for parents of children with attention deficit hyperactivity disorder (ADHD) 

For parents of hyperactive children, counselling, support groups

Video consultation for parents of autistic children

Video counselling for parents of autistic children and their support persons

Social transportation

The city completely or partially compensates transport services necessary for children with special needs.

Disabled child´s carer´s benefit

Assignment of caretakers for children with severe and profound disabilities and payment of caretaker benefits to parents who cannot work due to taking care of their child.

Psychological counselling

Psychological counselling for children face-to-face and online. The meetings take place individually with the child or with the whole family.

Support for children of separating parents

Resolving disputes out of court, guaranteeing the wellbeing of children, support group for separating parents

Family support services

Help from child welfare workers of the district administration social welfare department is available to children as well as parents. They form a respectful cooperative relationship with the family and work together to find solutions to problems. If you need help regarding your child, contact your district child welfare worker. Child welfare workers can direct children and families to various services:
