Childcare benefit

The childcare service helps parents if the payment of the parental benefit has ended but their child is not yet attending kindergarten. In 2021, the amount of the benefit is up to 196 euros per child per month, plus the food cost benefit and supplementary benefit for a child with special educational needs (details below).

All of the following requirements must be met in order to obtain the benefit.

  • The childcare service is purchased from a licensed service provider.
  • The registered residence of the parent or guardian of the child is in Tallinn. (As an exception, Tallinn as the registered place of residence is not a prerequisite for a foster family, in which case it is sufficient if the foster family has entered into a foster family contract with Tallinn.)
  • The place of residence of the child for whom the childcare service is purchased is Tallinn according to the population register.
  • The payment of the parental benefit for the child has ended.
  • The child is not enrolled at a municipal or private kindergarten. (However, the child may be on a kindergarten’s waiting list, i.e. while the child is still waiting to go to kindergarten, the family is entitled to the childcare benefit.)

The benefit is paid as follows:

  1. 100% of the benefit (196 euros) if the amount paid for the service is 1.5 times the benefit or more, i.e. if the service payment was 294 euros or more in a particular month
  2. 50% of the benefit (98 euros) if the amount paid for the service equals the benefit or is more than the benefit but less than 1.5 times more, i.e. if the service payment was 196-294 euros in a particular month
  3. if the amount paid for the service in a particular month is less than 196 euros, the benefit is not paid.

The following amounts are additionally reimbursed:

  • the food cost benefit is up to 1.80 euros per day for children younger than 3 and up to 2.00 euros per day for children aged 3 or older
  • additional benefit on the recommendation of the preschool advisory team for a child with special educational needs using childcare services (hereafter referred to as the supplementary benefit for a child with SEN) (71.25 euros per month)

To obtain the benefit for a SEN child the applicant must mark the application accordingly and attach a copy of the decision of the advisory committee as an additional document.

The food cost benefit and supplementary benefit for a child with SEN that accompany the childcare service benefit are applied for at the same time as the general childcare service benefit; parents do not have to submit an additional application. However, to obtain the supplementary benefit, the parent must provide the following information on the childcare service invoice.

  • the number of days the child ate at the childcare institute
  • the food day cost
  • how much the parent paid for food per month
