Fire safety improvement allowance
This allowance is granted to help complete work ensuring fire safety in line with the precepts issued by the Estonian Rescue Board.
The goal of the fire safety improvement allowance is to support apartment associations in financing the necessary work based on the precepts of the Rescue Board to improve fire safety in the building.
The allowance covers up to 50% of the cost of the necessary work. The maximum allowance is 5000 euros for one apartment building and 10,000 euros for a tower building.
Support conditions:
1. The application must be submitted within six months of completing fire safety improvement work.
2. The work must have been carried out within the time limit outlined in the precept.
Applications are accepted year-round.
In 2024, the budget of the grant is 90,000 euros.
Where to start
To submit your application, log in to the Tallinn Project and Activity Grants information system using an ID card or mobile-ID.
Click on “Project and activity grants” and then “Submit new application”. Then select “Activity grants” and “Apartment associations”.
The application must include the following:
- the precept issued by the Rescue Board
- receipts, a payment order or any other document proving the payment of the expenses
- a notice proving the elimination of the shortcomings specified in the precept of the Rescue Board (a notice sent to the Rescue Board or a copy of the document prepared by the Rescue Board during an on-site inspection).

Applicants will need to provide the necessary references from members of the apartment association board in the Business Register.
· If the apartment association has a right of representation with special conditions noted in the Business Register, they must agree on the number of board members required to represent the association. · The applicant can also be a different authorised person (such as the building manager). The application can be submitted through the Tallinn Project and Activity Grants information system under the relevant grant’s page.
Result
· Decision
The application will be processed within 30 days of its submission. If the application is accepted, the grant will be paid to the applicant’s bank account within 21 days.
