Residence certification

The electronic communication should be used instead of direct contact in population register proceedings.

From January 1, 2023, the procedure for issuing data from the population register will change and a state fee will be charged for some extracts.

  • An extract from the population register is issued only by the Tallinn Vital Statistics Depratment and City office (Vabaduse väljak 7). For this you need to pay a state fee of 10 euros.

Tallinn district governments do not issue extracts from the population register.

Data about yourself, your minor children and persons under guardianship can be viewed free of charge on the portal of the electronic population register.

  • You can still get a certificate of residence free of charge from the Tallinn District Governments, the Tallinn Vital Statistics Depratment and City office (Vabaduse väljak 7).

If your place of residence is outside of Tallinn, you can request a certificate of residence from the Tallinn Vital Statistics Depratment and City office (Vabaduse väljak 7) and for this you need to pay a state fee of 10 euros.

  • The owner of the premises can still receive a list of residents free of charge if the premises are located in Tallinn and are issued by the Tallinn District Governments, the Tallinn Vital Statistics Depratment and City office (Vabaduse väljak 7).

If your premises are located outside of Tallinn, you can request a list of residents from the Tallinn Vital Statistics Depratment, City office (Vabaduse väljak 7) and for this you need to pay a state fee of 10 euros.

  • Issuing a residence certificate to a person about himself/herself, his/her minor child or ward.
  • Presenting a residence certificate to a state agency or a local municipality institution is unnecessary, since they have the access to the Population Register of Estonia
