Weekly traffic arrangements during the 2019 Song and Dance Festival

Understandably, the most extensive traffic restrictions apply during the song festival parade with changes in parking and traffic arrangements applicable throughout the week.

•    Major changes in traffic and parking affect areas around the Kalevi Stadium and the Tallinn Song Festival Ground as well as areas where the parade passes through.
•    Changes concern the festival week or the first week of July and are in place from 30 June to 7 July 2019.
•    Temporary road signs and traffic controllers in safety vests are used to manage traffic and parking in the festival areas.

Recommendations

•    We advise you to familiarise yourself with traffic and parking changes affecting your area in good time.
•    Please note that travel times for car traffic in the festival area are longer than usual. Therefore, we advise you to choose alternative routes and parking areas where possible.

Restrictions around Kalevi Stadium from 1 July to 5 July

•    Juhkentali tänav will be closed for traffic from 13:00 to 23:00 on 4 July and from 9:00 to 23:00 on 5 July. The traffic ban will not apply to public transport and organisers’ vehicles that have special permits.
•    Võistluse tänav, the section of Herne tänav between Staadioni tänav and Ahtletics Hall, and Staadioni tänav and Püssirohu tänav will be closed from 7:00 on 1 July to 23:00 on 5 July.

Area around the Tallinn Song Festival Ground

The traffic changes in place from 1 to 7 July mostly concern Joa tänav, Pirita tee, Vana-Pirita tee, Kuristiku tänav, Oja tänav and Narva maantee and the local parking conditions with some roads subjected to a speed limit of 30 km/h.

Restrictions during the song festival and the parade

•    The section of Narva maantee between Pirita tee and Turba tee will be closed for traffic from 17:30 to 24:00 on 6 July and from 13:00 to 22:00 on 7 July.
•    During the song festival parade on 6 July the following will be closed for traffic from 9:00 to approx. 18:00: Vabaduse väljak, Kaarli puiestee, the section of Roosikrantsi tänav between Kaarli puiestee and Roosikrantsi 15, Hariduse tänav, Tõnismäe tänav, the section of Toompea tänav between Kaarli puiestee and Falgi tee, the section of Wismari tänav between Toompea tänav and Kaarli puiestee, the section of Toompuiestee between Wismari tänav and Toompuiestee tänav, the section of Luise tänav between Toompuiestee and Koidu tänav, the section of Koidu tänav between Luise tänav and Endla tänav, the section of Endla tänav between Suur-Ameerika tänav and Tõnismäe tänav with an exit available from Lõkke tänav to Suur-Ameerika tänav, and the section of Pärnu maantee from the intersection of Liivalaia tänav and Suur-Ameerika tänav up to Viru väljak.
•    From 11:00 to approx. 18:00 the following will be closed for traffic to accommodate the parade: the section of Pärnu maantee between Vabaduse väljak and Viru väljak, Viru väljak, the section of Narva maantee between Viru väljak and Pirita tee, the section of Pirita tee between Narva maantee and Vana-Pirita tee, and the section of Vana-Pirita tee between Pirita tee and the seaside gate of the Song Festival Ground.
•    The said streets will be closed for public transport as from 12:00.

Streets and areas subject to parking prohibition

•    There will be no parking on the section of Herne tänav between Staadioni tänav and Ahtletics Hall, Staadioni tänav and the left lane of Püssirohu tänav from 7:00 on 1 July to 23:00 on 5 July.
•    There will be no parking on Joa tänav from 7:00 on 3 July to 24:00 on 7 July.
•    There will be no parking in the parking lot in front of Oru Hotel at the Song Festival Ground from 7:00 on 1 July to 14:00 on 8 July.
•    From 7:00 on 4 July to 24:00 on 7 July there will be no parking on the outbound lane of the section of Pirita tee between Vana-Pirita tee and Pirita tee 20, the section of Vana-Pirita tee between Pirita tee and Pirita tee 20, in parking lots near the Lasnamäe gate of the Song Festival Ground (the side of Narva maantee facing the sea), the section of Kuristiku tänav between Narva maantee and Oru tänav, the section of Oru tänav between Narva maantee and Joa tänav (except for the right-hand side), and the outbound lane of the section of Narva maantee between Narva maantee 128 and Turba tänav.
•    From 21:00 on 5 July to 18:00 on 6 July there will be no parking  on/in the following streets/parking lots: Estonia puiestee, Gonsiori tänav, Raua tänav, the section of Narva maantee between Viru roundabout and Pirita tee, Pirita tee, Tõnismäe tänav, Hariduse tänav, the section of Wismari tänav between Toompuiestee and Toompea tänav, the section of Roosikrantsi tänav between Kaarli puiestee and Roosikrantsi 15, the parking lot of Charles’ Church facing Tõnismäe bus stop on Kaarli puiestee, the section of Toompuiestee between Wismari tänav and Kaarli puiestee, the section of Koidu tänav between Luise tänav and Endla tänav, the parking lot of Endla tänav 8, the parking lot of Endla tänav 4, the parking lot of Endla tänav 15, in front of Pärnu maantee 8, the parking lot at the intersection of Valli tänav and Pärnu maantee, in front of Viru väljak 3, the inbound lane of the section of Narva maantee between Parda tänav and Hobujaama tänav, the section between Narva maantee 21 and 25, the parking lot at Narva maantee 31.

Streets that will be open for one-way traffic only

•    From 7:00 on 1 July to 23:00 on 5 July the traffic will become one-way: on the left side of the section of Võistluse tänav between Filtri tee and Võistluse 23, in the first lane of Juhkentali tänav bound for the bus station on the section between Püssirohu tänav and the pedestrian crossing at Rimi grocery store, on Võistluse tänav heading from Filtri tee towards Püssirohu tänav, and on Püssirohu tänav heading from Võistluse tänav towards Juhkentali tänav.
•    From 7:00 on 3 July to 24:00 on 7 July there will be one-way traffic on Joa tänav heading from Kuristiku tänav towards Oru tänav.
Public transport during the song festival parade
•    Between 9:00 and the end of the parade (approx. 18:00) buses No. 16, 17, 17A, 23, 24, 24A and 42 bound for the centre will be rerouted to Endla tänav, Suur-Ameerika tänav, Pärnu maantee and Estonia puiestee. Centre-bound buses will make extra stops on Endla tänav at the temporary stop before the intersection of Suur-Amerika tänav, and on Pärnu maantee at stop Kosmos and on Estonia puiestee at stop Vabaduse väljak. Outbound buses will be rerouted to Teatri väljak, Lembitu tänav, Liivalaia tänav, Suur-Ameerika tänav and Luise tänav with an extra stop on Liivalaia tänav at stop Keskhaigla.
•    Buses No. 40 will be rerouted to Paldiski maantee (using Tehnika tänav when returning), Toompuiestee, Rannamäe tee, Suur-Rannavärav (using Mere puiestee, Põhja puiestee, Suurtüki tänav when returning), Ahtri tänav, Hobujaama tänav, Hobujaama waiting area with temporary first and last stop on Hobujaama tänav.
•    Buses No. 21 and 21B bound for Balti jaam will be rerouted to Endla tänav, Suur-Ameerika tänav, Luise tänav, Tehnika tänav, Paldiski maantee, Toompuiestee, Rannamäe tee and Balti jaam with an extra stop on Paldiski maantee at stop Tehnika.
•    Buses No. 3 and 73 will be rerouted to Ahtri tänav, Hobujaama tänav, Hobujaama waiting area, Ahtri tänav and Mere puiestee with temporary first and last stop on Hobujaama tänav.
•    During the parade, buses No. 5 bound for Metsakooli will be rerouted to Pärnu maantee, Estonia puiestee, Gonsiori tänav, Laagna tee, J. Smuuli tee, Narva maantee, Kose tee, making a U-turn near the intersection of Pirita tee and Saare tee, and extra stops on Estonia puiestee at bus stop Estonia and on Vabaduse väljak at the trolley bus stop, and on Gonsiori tänav at stop Kivisilla for bus lines No. 67 and 68. Buses No. 5 bound for Männiku will be rerouted to Kose tee, Vabaõhukooli tee, Rahvakooli tee, Kelluka tee, Narva maantee, J. Smuuli tee, Laagna tee, Gonsiori tänav, Estonia puiestee, Teatri väljak, Lembitu tänav, Liivalaia tänav and Pärnu maantee with extra stops on Gonsiori tänav at stop Kivisilla for bus lines No. 67 and 68, on Teatri väljak at stop Estonia and on Liivalaia tänav at stop Keskhaigla.
•    Buses No. 15 will be rerouted to Teatri väljak, Estonia puiestee, Gonsiori tänav, Estonia puiestee and Teatri väljak with an extra stop on Gonsiori tänav at stop Kivisilla for bus lines No. 9, 11 and 46.
•    Buses No. 44 and 51 that connect Lasnamäe to the centre will be rerouted to Narva maantee, J. Smuuli tee, Laagna tee, Gonsiori tänav, Kivisilla tänav, Rävala puiestee, A. Laikmaa tänav, Gonsiori tänav, Laagna tee, J. Smuuli tee and Liikuri tänav; buses No. 35 to J. Smuuli tee, Laagna tee, Gonsiori tänav, Kivisilla tänav, Rävala puiestee, A. Laikmaa tänav, Gonsiori tänav, Laagna tee and J. Smuuli tänav; and buses No. 29 and 60 to Narva maantee, J. Smuuli tee, Laagna tee, Gonsiori tänav, Kivisilla tänav, Rävala puiestee, A.Laikmaa tänav, Gonsiori tänav, Laagna tee, J.Smuuli tee and Narva maantee.
•    Buses No. 2 will be rerouted to Tartu maantee, Rävala puiestee, A. Laikmaa tänav, Gonsiori tänav, Pronksi tänav and Tartu maantee with a stop on Gonsiori tänav at stop Kivisilla before the tramway tracks between Kivisilla tänav and A. Laikmaa tänav.
•    Buses No. 34A and 38 will be rerouted to Pärnamäe tee, Kloostrimetsa tee, Lükati tee, Kose tee, Narva maantee, J. Smuuli tee, Laagna tee, Gonsiori tänav, Kivisilla tänav, Rävala puiestee, A. Laikmaa tänav, Gonsiori tänav, J. Smuuli tee, Narva maantee, Kose tee, Lükati tee, Kloostrimetsa tee and Pärnamäe tee.
•    Between 11:00 and the end of the parade trolleybuses No. 3 will have a shortened route ending at the intersection of Endla tänav and Koidu tänav. Trolleybuses No. 1 will be rerouted to Balti jaam.
•    All streetcar traffic will be suspended between 12:00 and the end of the parade.
•    Buses No. 1A and 8 will have a shortened route which ends on Pirita tee at stop Lauluväljak and make a U-turn after the stop.

Preliminary rehearsals begin on 30 June

The preliminary rehearsals for the dance festival begin on 30 June on eight rehearsal grounds across Tallinn. The song festival concerts are preceded by combined rehearsals that begin on 4 July. Technical preparations at the Song Festival Ground start on 1 July.
Certain rules have been put in place for the parade. For instance, the use of motorised vehicles or horses in the procession is prohibited. There is a rule stating: “throughout the procession, there will be eight people per line, whereas the distance between lines is 1 to 1.5 metres, the distance between groups is 3 to 4 metres, and the distance between representations of counties/cities will be no more than 8 metres”.
