Information for the parent about the support for childcare services

Childcare support is intended for the parent and is reflected as a discount on the invoices submitted by the childcare service provider. The support is applied for by an institution providing childcare services.
The parent is obliged to confirm to the service provider their wish to receive support twice a year by the 15th day of a month in the Tallinn e-service environment. In this case, childcare support is paid from the same month.
The childcare service support paid to the service provider includes:

Support for childcare services, which is equal to the calculated cost of a place in municipal preschool institutions in the administrative area of the Tallinn Education Department per child, is 276 euros in 2024.
Additional support:
- For the parent's second or more children attending a private childcare institution or daycare per calendar month, if childcare services are provided to two or more children of the same family in a municipal preschool institution, private childcare institution, or daycare,
- For a child with special educational needs, for the support whose development and organization of education and upbringing recommendations have been given by an out-of-school counseling team.
Catering cost benefit in accordance with the approved catering days:
- 2.75 euros per day for children under three years old
- 3.05 euros per day for a child aged three and older

Additional support is paid if childcare services are provided to two or more children of the same family (the parent indicates in the Tallinn e-service for which children additional support is to be paid) or if the out-of-school counseling team has given recommendations to support the development of a child with special educational needs. Additional support is paid if the child attending a private childcare institution or daycare center is a resident of Tallinn, regardless of what kind of municipal or private childcare institution the other children in the family attend. The service provider presents the parent with an invoice that is smaller by the amount of support provided by Tallinn while showing the support provided by Tallinn with a minus on the invoice.
The amount of additional support in both cases is the difference between the amounts calculated on the basis of § 2 (1) and § 21 of Regulation No. 27 of the Tallinn City Council of December 10, 2015. "The rate of the part of the costs of municipal preschool institutions covered by parents" is 71.25 euros.
The conditions for receiving childcare service support are:

The service provider has an activity license at the time of applying for support, and the sole proprietor has a childcarer's qualifications;
The service provider does not have tax debts or debts to the authorities of the city of Tallinn at the time of applying for support;
The child using the service (hereinafter the child) is between one and a half and seven years old (until starting school);
According to the population register, the place of residence of both the child and his or her parent or guardian (hereafter together as a parent) is the city of Tallinn on December 31 of the calendar year preceding the calendar year of the application for the support and continuously in the year of the application for the support;
The child has been entered in the list of applicants for admission to three municipal institutions in the Tallinn education information system with the desire to obtain a place within one month of the time when the parent has confirmed in the Tallinn e-service their wish to receive support for the service provider, and the parent has been offered less than three places. A place is offered in the childcare institution indicated on the application if a place becomes available in a group suitable for the child's age. If a place is offered within six months before the start of the child's obligation to attend school and the place is not accepted, the right to support is retained;
The service provider has registered the child in the Tallinn Universal support database;
The parent has confirmed their wish in the Tallinn e-service to provide support to the service provider.

Conditions for receiving support*if the child is on the list of a private kindergarten as of 31.12.2023:

The place of residence of the child and his or her parent is the city of Tallinn
The child has been entered in the list of private childcare institutions in the Tallinn education information system
The child is included in the lists of applicants for admission to up to three municipal childcare institutions
The service provider has registered the child in the Tallinn Universal support database;
The parent has confirmed their wish in the Tallinn e-service to provide support to the service provider.

Conditions for receiving support* if the child is on the childcare list as of 31.1.2.2023:

The place of residence of the child and his or her parent is the city of Tallinn. The caregiver does not have to be a resident of the city of Tallinn.
The child is one and a half to seven years old.
The child is not enrolled in any municipal or private kindergarten or school.
The service provider has registered the child in the Tallinn Universal support database;
The parent has confirmed their wish in the Tallinn e-service to provide support to the service provider.

*Special conditions for private kindergartens and childcare are valid until 31.08.2024. From 01.09.2024, the conditions for granting support in §2 of Regulation No. 29 "Procedure for supporting childcare services" apply.
